Women's Underwear Guide - Bra Fitting

There are loads of pages explaining how to fit a bra; if you read the instructions supplied with women's underwear, you'll notice that the cup size is determined by the number of inches difference between the measurement below the bust and at the fullest point. It's not a percentage sort of thing. It's not scaled to the overall size of the person.

This is why, e.g., a C looks big on a woman who's quite petite, but small on a similarly proportioned but taller woman. And it's also why, with more tall women in our population, more of them need bras with larger cup sizes.
